That’s Asheville City Councilman Bryan Freeborn on the phone in the center of the shot. Looking tense as the evening grew late Tuesday night, Freeborn lost his seat on council to newcomer Bill Russell by 84 votes, according to unofficial returns.

Freeborn refused to give a statement to the media Tuesday night. His campaign manager said they would consider calling for a recount of the ballots.

Freeborn was appointed to City Council two years ago after finishing fourth in the general election. He finished fourth again on Tuesday.
