Mountain Xpress reports that Bill Russell, an Asheville City Councilman and registered Republican, changed his party affilition to “unaffiliated” on Thursday. What’s the impact? There really is little. The insurance company owner has been working well with his six fellow Democrats since he got elected three years ago. Also, City Council elections are non-partisan affairs.
