@ David Lynch: I believe city officials have said time and time again that no local companies applied for the job. Kind of hard to hire local when no one local applies, dontcha think?

Even though politically, this is a high-profile debacle, I'm not surprised that replacement of the signs has been crawling along. Nothing like pass-the-buck finger pointing and red tape to stall progress.
That's what our leaders get for not hiring local firms to do the work. A local company's reputation would have been at stake, which would have increased the odds of receiving durable, quality signs the first time.
