This is the first I’ve heard of this proposed bill:
RALEIGH – The City Council agreed Tuesday to seek authority from the state General Assembly to offer incentives to encourage developers to create more energy-efficient buildings.
Council members unanimously voted to ask sponsors of Senate Bill 1597 to add Raleigh to the list of municipalities that can offer such incentives. The bill currently applies to Asheville, Charlotte, Wilmington, Carrboro, Cary and Chapel Hill, according to Raleigh officials.
If the bill becomes law, the named municipalities could offer developers incentives in exchange for projects that require less energy, according to Raleigh officials.

This bipartisan bill, co-sponsored by outgoing Rep. Charles Thomas, would make State Vehicles use biodiesel if possible and would require new vehicle purchases to be in the top ten percent in their class in fuel efficiency:
