BULLETIN: Asheville Police Department Chief Bill Hogan announces retirement amid scandal

From the Asheville Citizen-Times, which is quoting a press release:

Chief William Hogan today announced his retirement from the Asheville police department, effective May 13.

Chief Hogan began his career in his hometown of Huntington, W. Va. where he spent 13 years with the police department. He later served as police chief of both the Newark, Del. and Rocky Mount, N.C. police departments before being sworn in as Chief of the Asheville police department in June 2004.

“After 36 years in law enforcement, I am looking forward to retirement and a new chapter in my life. I strongly value public service and I am grateful to have spent a career serving the law enforcement profession,” Chief Hogan shared. “It has been an honor to serve with the professional and dedicated men and women of the Asheville police department. I have the utmost confidence in the level of service they will continue to provide to the citizens of Asheville.”

Two recent scandals have been well-documented: evidence, including guns, drugs and money, missing from the Police Department’s property room; and the high-profile sexual harassment settlement against an officer accused of harassing a subordinate. More to come.

    I don't like being a person who celebrates someone Else's fall… But Bill Hogan has received his comeuppance, and I'm glad. The guiding principals of APD are listed as "Integrity, Honesty, compassion, trust, and accountability". Mr Hogan's response to concerns regarding conduct of one his officers was contrary to each of the ideals listed above. Mr Hogan refused to state or define Police Departmental policies in reference the concern raised; His response to polite and respectful questions was that of an aggressive, confrontational bully. It's easy to understand his long time opposition to civilian review boards; this is a man who interprets non-confrontational questions as attacks on his person and his authority. I have heard from some that Mr Hogan is the most effective and professional Chief our Police Department has had in many years; if this is so we deserve far better.

    Where does the buck stop? Who is responsible for oversight on all the recent scandals or failures? When the City oversees an entity, public/private partnership or lets a contract and people make a concerted effort to inform the people who let the contract or supervise a City/ private or public partnership, and our officials know of contractual gross non compliance with that contract or management of an entity that should answer to the City, and that official IGNORES that information….what are the consequences?

    Does a contract or partnership mean anything in this town?

    How many more embarressing situations must develop before our ELECTED officials come to realize that something in management /staff is awry? How many bucks is it going to cost the citizens before something significant is done to change the direction?

    How many two by fours does it take?????

    Two things that I think most people would agree with:

    1. Couldn't he have just gone and fired the sexual harasser before he retired?

    2. Hopefully he will be brought up on some charges relating to the evidence room.

    And I though Michael Jordan stayed way too long before retiring…talk about the OPPOSITE of going out on a high note!
