With one week left till Election Day, stories are coming out of the political woodwork. Buckle in and relax, here comes your weekly whirlwind recap of all things local government.

APD abasement

Around the time last week’s Hit List was hitting your inbox, 44 members of the Asheville Police Department were making waves across the city↽signing and releasing a petition stating they have no confidence in the department’s leadership and handling of a host of recent problems. Among them—a WLOS investigation which revealed officers in the department had used faulty radar guns when issuing speeding tickets, a fact which later caused District Attorney Ron Moore to dismiss 230 infractions and promise to repay others. The woes also included Chief William Anderson’s citing a lieutenant for serving in the Army Reserves, along with new questions regarding the maintenance of the department’s storied evidence room. This led state Rep. Tim Moffitt to call for an investigation into officers’ complaints, while Members of City Council backed the chief (Councilman Cecil Bothwell went as far as to describe coverage of the issues and complaints as “reprehensible”).

Clashing commissioners

The decision earlier this month by Buncombe County Register of Deeds Drew Reisinger to keep his office open and issue same-sex marriage licenses after hours drew criticism from county commissioners last week. Ultimately, the group voted to retroactively approve Reisinger’s decision. For a full recap of what went down, see this Mountain Xpress report.

SECU Plaza

It could happen. At their meeting this Tuesday, members of City Council will consider selling the naming rights for the small plaza located in front of the Asheville Art Museum to State Employees Credit Union. Asking price? $1.5 million. If the proposal passes, we can all tell our friends to “Meet me at SECU Plaza” next time we’re heading downtown. Sounds like a plan?

DA digest

What’s the most important race to vote in next month? Arguably, it’s District Attorney. To know a little more about the post and the candidates vying for it, Asheville Blade editor David Forbes sat down for in-depth interviews with both Democrat Todd Williams and his independent challenger, Ben Scales. Brew up some coffee↽they’re kinda long.

Dem dominion in doubt

Will local Democrats be able to keep control at the Buncombe County Board of Commissioners? WCQS host David Hurand spoke with Mountain Xpress reporter Jake Frankel on the matter last week. Meanwhile, Citizen-Times reporters Mark Barrett and Romando Dixson have recent profiles of two of the higher-stakes commission races. For voters in District 2, Barrett has an in-depth look at the rematch between Commissioner Ellen Frost and her Republican opponent, Christina Merrill. Merrill narrowly lost the election in 2012—by a margin of 18 votes. Will she have enough support to unseat the incumbent? Meanwhile In District 3, Dixson surveys the matchup between Miranda DeBruhl and Nancy Waldrop, whose husband David King was defeated by DeBruhl in May’s GOP primary. There’s no Democrat running. For those interested in local politics, these are races to watch.

Senate sparring

Last week candidates for a pair of state Senate seats met to present their positions on issues and debate one another. To read a detailed rundown of the meeting between District 49 candidates Mark Crawford and state Sen. Terry Van Duyn, along with District 48 candidates Rick Wood and state Sen. Resource recipients

The big winners of the Buncombe County Tourism Development Authority’s annual hotel-tax-cash blitz were announced last week. Among the grantees—a ballfields project in Enka, the River Arts District and Highland Brewing Company. Voting volley

Polls have only been open for a few days, but all signs are pointing to a high turnout for this year’s vote. By 4 p.m. last Thursday, more than 4,100 people had cast ballots at polling centers across Buncombe County. That’s almost double the amount that showed up on the first day of early voting in 2010 (the last mid-term). The pattern has shown elsewhere in the state—in Mecklenburg County more than 100,000 voters turned out on day one (the same amount as the first four days of voting in 2010). The vast majority were Democrats.

All-out airwaves assault

What a week in the campaign between state Rep. Tim Moffitt and his Democratic opponent, Brian Turner. The two met on air for a debate on the Pete Kaliner show last week, which you can hear by clicking here. For a recap, see this Citizen-Times report. In other District 116 campaign news last week, Moffitt dumped not one—not two—but three new ads slamming Turner on a number of fronts. Turner responded with an ad of his own—blasting Moffitt for “desperate” attacks instead of focusing on his own record. It’s also worth mentioning that news dropped this week of Turner’s raising $310,000 for his campaign, without taking any dollars from PACs or special interest groups. And last we heard—the two are in a dead heat.

Congress coverage

Curious about the differences between 10th District U.S. Rep. Patrick McHenry and his Democratic opponent Tate MacQueen? This Citizen-Times report has you covered. What about distinctions between 11th District U.S. Rep. Mark Meadows and his challenger Tom Hill? Also covered. And for Asheville voters who reside in the 10th District side of town, McHenry and MacQueen are set to debate this week, on Oct. 27 at UNC Asheville.

Radical reversals

Political hopefuls duking it out over Ebola, does it get any better? As we come down the final stretch, GOP candidate Thom Tillis is placing extra emphasis on a change in position made by Democratic U.S. Sen. Kay Hagan, who announced her support of a travel ban on Americans traveling to virus-stricken nations in West Africa (she had recently opposed the idea). Meanwhile, the Charlotte Observer reported this week that when it comes to expanding Medicaid in North Carolina, Tillis has changed his tune. Yes, you read that right↽Tillis, an avowed opponent of expansion in years past, says he would now “encourage the state legislature and the governor to consider it.” What could have possibly motivated this change?

Tillis and chair

Here’s an interesting one: After debating each other three times this fall, Thom Tillis appeared on another statewide news program this week, next to an empty chair. The chair represented U.S. Sen. Kay Hagan, who declined this summer to appear next to Tillis in what was promoted as a debate. Liberal commentator Rachel Maddow was furious with Hagan for not showing up—expect to hear more about this event in Tillis campaign spots to come.

State of hate

Meanwhile, North Carolinians continue to be drowned in political ads, most of them negative. On the airwaves, the Tillis camp released a new ad last week slamming Hagan’s family for profiting from 2009 stimulus grants. On the other end of the spectrum, former President Bill Clinton is now appearing in ads for Hagan. And here’s an interesting one: A group has thrown $225,000 into a campaign for Libertarian candidate Sean Haugh, encouraging young voters to support a progressive campaign centered on “More weed, less war,” instead of voting for U.S. Sen. Kay Hagan. The catch? The group has links to the Koch brothers, whose groups have poured out millions of dollars in support of state House Speaker Thom Tillis.

Tales of the trail

And on the campaign trail, did you hear? U.S. Sen. John McCain’s been stumping for Tillis. Texas Gov. Rick Perry too, and former VP candidate U.S. Rep. Paul Ryan. What’s more? Mitt’s coming. Meanwhile, Hagan has gotten some recent support from former Sec. of State Hillary Clinton. She also was visited by a pair of protesters at a recent rally who sought to draw attention to her stances on immigration. Hagan was also in Asheville last weekend, for the Democratic Party’s annual Western Gala. During her stop, she visited Blue Ridge Biofuels in the River Arts District. And here’s a weird one, if you’ve made it this far↽apparently Tillis’ campaign website was hacked last week by “Gum Tree Pokie Machine,” an online casino based in Russia. Indeed, this is a high-stakes race. I hope you’re getting your money’s worth.

    City Council rubber-stamped the F-You Plaza deal, and the C-T’s terrible lazy reporting included this gem:

    Myers didn’t speak at the Tuesday City Council meeting and didn’t respond to a phone call Wednesday afternoon.

    Well, of course not. Pam Myers has better things to be doing with her time — like leading an arty jaunt around Holland and Belgium — than to be accountable to her underlings at the council, the local fishwrap and other peasants.

    A MATTER OF TRUST
    Asheville continues to be informed by the Citizen Times and other media outlets, of yet more troubling news regarding our local police. The low morale, the intimidation tactics to get people to keep quiet, the blind eye of City Council, and the highly inappropriate comments of a certain Council member discussing personnel issues over which they are responsible and management all result in one thing, loss of trust in our leadership.
    Interference with an SBI investigation involving the Chief’s son, the failure to calibrate radar guns, lack of security of evidence storage (which is not rocket science), 44 brave officers signing a petition asking for help from the powers that be, the illegal violation of Federal Labor Laws, reports from many sources that after expensive training, newly trained officers quickly depart to other Cities with better reputations for leadership.
    Public trust in the ability of City Council and the Police Chiefs ability to lead effectively is at rock bottom for anyone not blinded by partisan leanings. The cavalier responses to valid concerns reeks of condescension. Trust is a two way sentiment,and once trust is lost, it is very difficult to regain.

          No, Davyne. Plenty of people have clear reasons for criticizing various levels of govt. – not just me. It’s just that you have had the relentless drum-beating against anything the City is being criticized for (rightly or not), that rings of “vendetta”.

          I know, it was a serious blow when they declined to hand over the URTV physical assets and revenue stream to you a few years ago, like you felt like you were owed. You could have had your own little media fiefdom, and they cheated you out of it.

          Coincident that that was the exact moment you started this drumbeat against the City? I don’t think so.

            Delusional Barry.

            There is no way one person could have ever acquired the PEG funds or “taken over” URTV. They didn’t cheat me out of anything. But the community got cheated out of their public access station, by a weak Board of Directors.

            That media aspiration accusation is laughable. I never had a show, nor did I ever want one. I did was sue for public records to be revealed. When they were finally revealed via a forensic accountant, it became obvious that the PEG funds were being squandered by the Executive Director.             You clearly have no understanding of how PEG funding and management agreements for a PEG station worked.

            You are correct on one point, URTV time was when I became aware of just how inept our City government is. They could not even enforce the terms of the contract with the non-profit running URTV.

            You are very wrong about why I am on a mission to hold our local officials accountable. From my point above, I intend to hold them accountable every time I see inept-ness incompetence or gross abuse of power. It has nothing to do with wanting to be a TV star on public access…that is just laughable. I never even had a regular show on there.

            As for the PEG funds, they were supposedly tightly controlled by a Board of Directors. When I saw they were not that’s when I informed both City and County as to the non-compliance with the management contract, and when I sued to get the financials.

            The accountant report is online, if anyone is interested in viewing the results of an inept Board of Directors, and inept government that allowed an inept Board to ignore fiduciary responsibility, and inept management, you can look it up.

            Barry, you’re a partisan hack with an insignificant little radio show that’s painful to listen to. You want to make a difference for the people of Asheville? Then start calling out both sides. Neither side is better or worse than the other. Until then, you’re just talking to “your side” and continue to be part of the divisiveness, and thus the problem that plagues our nation.

            I have to give it to the Asheville Tea Party – we disagree about virtually everything else, but allowing government free reign to abuse another technology in order to spy on us? They don’t care that it’s a Republican leading the effort – they’re fighting back. Unlike you.

        Except that Tim Moffitt is one of the playas running the game. He shot to the Board of Directors of ALEC, the corporate dating service between lobbyists holding wads of cash, and state legislators willing to take it in return for writing bills the lobbyists want.

        That list of PACs are his constituents, not the citizens of the 116th district. If you hate the game, hate the people running it.

            Sure, I’m disgusted by the huge corporate campaign spending at the national level too. It’s just really disturbing to see a local legislator be so dependent on PAC money. If you’re bothered by PAC money in local races, take a hard look at who Tim Moffitt really is – he sits at the top of that world, as an ALEC Board member and Chair of their International Relations Task Force.

            Here’s one really good example of why that’s so dangerous: his role in the whole drone issue. Last spring, a tough piece of drone legislation was introduced, HB312. It was immediately shoved in a drawer and killed by the NC House leadership. Within a couple weeks of that event, Tim Moffitt’s IRTF sent out a memo to his members and the corporate drone lobby.

            It basically warns that state legislatures (like ours) were beginning to draft laws on drones that “err on the side of highly restrictive regulations.”

            The Horror!!!

            It goes on to invite corporate sponsors to join ALEC in order to gain access to the state legislators in Tim’s IRTF, as they meet in private to draft model policy on drones. It goes further, and invites corporate members to sponsor an upcoming panel discussion on drones, for which they’d receive the right to select the presenters.

            Long story short, as we all know, the bill which really protected us against violations of our civil liberties was thrown out. The one that got drafted in Tim’s House UAS Commmittee & eventually got snuck into the budget in the dead of night has huge exceptions for warrantless police surveillance using drones.

            Mission Accomplished!!

            Thanks, Rep. Moffitt. Do you think we’d see this kind of violations of our rights and values if it wasn’t about pleasing the corporate lobbyists?

            And that’s just one issue.

            I’m sure you know that the left has its own version of ALEC, called the PSN (Progressive States Network). The abuse is on both sides equally. The ruling class just sits in office and swaps power back and forth. They are ALL hypocrites. Just look at President Obama’s bipolar relationship with Wall Street. He took more campaign money from Wall Street than any other candidate in history. Once in office, his administrations’s policies have seen to it that the “Fat Cats” have gotten even fatter. All while fanning the flames of divisive politics and encouraging a war on success in the country.

            My opinion is that we as Americans have more in common than we do actual differences. We’ve allowed politicians to identify different groups of people and turn them against one another. Until we all see this and stop calling each other names, and stop picking at the differences that do exist, we will never come together for the good of the country again. The 2 parties are really one in the same IMO. We as Americans are being used as pawns.

            Or, we can all just go on fighting and hating.

            The evidence shows that Tim Moffitt played a central role in chopping away at our civil liberties with this drone legislation, but you want to change the subject. Sad.

            And 10 years from now, when you can’t step out your front door without worrying about an eye in the sky watching your every move, you’ll ask… “Why did we let the Democrats do this to us?”

    I wish that lengthy interview with Williams and Scales had come out a little sooner….

    That business about Koch-backed ads for Haugh is hilarious. That’s some dirty footwork by the ultra-conservatives.

    From the link in the article, “Haugh says he was not aware of the ads before they launched. He also recognizes that the ads are likely an attempt to spoil the race for Hagan by siphoning off young liberal voters.”

    So if he recognizes that, maybe he should just bow out of the race?

        Not twisted, not made up, not fantasy. Based on evidence, right there. NC Chamber gets $75,000 from the fracking lobby, 48 hours later they started preparing ad campaigns for the top two frackers in the NCGA, Moffitt & Barefoot.

        You just wish people would be honest about who’s funding their campaigns. Fistfuls of money from special interests – that’s Tim Moffit, while Brian Turner doesn’t take any PAC money at all.

    Asheville has ZERO leadership with City Council, and now an incompetent City Manager…AVL SUFFERS from DECADES of NO LEADERSHIP at the hands of progressive democrats.

      I don’t see anything ‘reprehensible’ there. In fact, it’s interesting that those documents contain confirmation of much of what Cecil had been saying – that the whole “reprimanded for his military service” story is baloney.

      Lt. Wilke was reprimanded for leaving without arranging for another officer to cover his shift, not for the fact that he left to do his military service. He basically went AWOL from his job, and then screamed that he was being persecuted for it. He didn’t follow APD policy on taking his leave.

      This is just more drum-beating by people who hate the City leadership.

      Maybe if they had given Tim Moffitt the contract to recruit former Chief Bill Hogan’s replacement, this wouldn’t be happening…

        Wilkie’s leave was approved by the Chief himself. He (Wilkie) did in fact get his shifts covered. However, they were covered by a Sgt. instead of a Lt. That was supposedly the rub. Problem is, Stoney Gonce had approved Lt. shifts being covered by Sgts. that same day.

          The WLOS story says this. Is this what you are referring to?:

          “Gonce held a meeting for Patrol Lieutenants and told them if they attended the meeting they could have a Sergeant cover their shift.”

          The way that’s worded, it appears to only apply to the situation where all the Lieutenants would presumably be at the meeting, and so for that one day, Sergeants could cover for them.

            Would it not be safe to assume that if it was approved for a group of Lts. who attended a meeting, that the same would be approved for a Lt. Col. In the United States military who had orders to report for duty? Let’s not forget that the Chief told Wilkie that if he had military orders to report, that leave was approved. The Feds have also concluded that APD handled this inappropriately. IMO, the Chief did nothing wrong until he placed a letter of reprimand in Wilkie’s file. Seems to me that Gonce is the problem. Wasn’t he the same Captain that pulled Wilkie out of the meeting with the SBI to make sure that Wilkie was telling the “right” story in the investigation into the handling of Chad Anderson’s accident?

    Are new ads from the NC Chamber endorsing Rep. Tim Moffitt and Sen. Chad Barefoot actually paid for by the natural gas lobby? I think that they are. But they don’t say that they are. Why would that be?
